Mugabo is the Monitoring and Evaluation Officier at RCCDN, he is a keen, hardworking,
reliable and excellent time keeper. He is a receptive person, able to communicate well with
people at all levels. He is good at working using own initiatives and flexible in approach to
work duties, has a good sense of humor and a pleasant approach. He is a motivated and
committed professional with more than 25 years in technical and managerial positions in
public, private and Civil sectors. Demonstrates technical and management skills and able to
spearhead and manage multiple and complex projects with high level of thoroughness and
timeliness. Keen collaborator with stake holders and serving with high level of integrity.
Practical experience in project management, monitoring and evaluation geared to
community development. He has experience and competence in result based management
approaches, experience and competent in mobilization, liaison, partnerships and linkages to
foster participation and ownership. Well versed with national and international development
agenda with depth knowledge of sustainable development goals, National Determined
Contributions (NDCs) National strategy for transformation (NSTs). A holder of MASTER of
SOCIAL SCIENCES degree from University of Rwanda (UR), a Bachelor of Business
Studies degree from KIGALI INSTITUTE OF EDUCATION (KIE) and a DIPOLOMA in
Education from Institute of Education Kyambogo (ITEK)- Uganda. John Mugabo worked
with local government serving as a mayor for 10 years, worked with media house, The New
times publications for 5 years serving a Human Resources manager. Since 2017 to date has
been working with civil society organizations as project manager / monitoring and evaluation
officer.
